Unconventional Rodent Control Methods That Actually Work (From Disneyland to New York City)

Most rodent control conversations start and end in the same place: traps and poison. And while those tools have their place in a well-designed program, they are far from the only options, and not always the most effective ones.

From the most-visited theme park on earth to the streets of New York City and the ancient imperial palaces of Beijing, some of the most interesting rodent control programs in the world have taken a decidedly different approach. Here are seven examples that demonstrate just how creative and effective rodent management can get.

1. Disneyland's Feral Cats

When Disneyland opened in Anaheim, California in 1955, the park's lush outdoor landscaping quickly became home to something Walt Disney definitely had not planned for: a thriving rodent population. The irony of mice overrunning a park built around a mouse was not lost on anyone.

But before long, park workers noticed something else living in the landscaping: a large colony of feral cats. And wherever the cats were, the rodents were not. Disney's team made a pragmatic decision: rather than fighting the cat colony, they accommodated it. As one account put it, the cats were doing a better job of rodent control than the professional exterminators the park had hired.

Today, Disneyland's feral cat population is a well-documented feature of the park. The cats are largely invisible to daytime guests (they are primarily crepuscular, meaning most active at dawn and dusk) but they roam the park's backstage areas and landscaping after closing hours. They are fed, given veterinary care, and managed through a trap-neuter-return program. Their presence acts as both a physical deterrent and a population check on rodents in the park's outdoor areas.

2. Beijing's Forbidden City and 200 Resident Cats

Disneyland is not alone in deploying feline pest management at a heritage site. The Forbidden City in Beijing, home to some of China's most significant cultural artifacts, maintains a resident population of approximately 200 cats to protect the complex from rodents.

This practice has deep historical roots. Fossil evidence suggests that cats were used in Chinese villages as many as 5,300 years ago to protect grain stockpiles from rodents. The Forbidden City's cat program is a continuation of a tradition that predates most modern pest control methods by millennia.

3. Chicago's 'Cats at Work' Program

Chicago was once ranked as America's rattiest city. The city's response included an unconventional component: a program that strategically placed working cat colonies in areas with high rodent pressure.

Research on the program found something interesting: the cats rarely killed adult rats directly. Rats are often large enough to defend themselves against cats, and urban rats are notably bold. But the presence of cat scent and activity was enough to deter rats from establishing food sources and nesting in treated areas. The cats acted primarily as a deterrent rather than a predator, and that deterrence effect was meaningful enough to reduce rat activity in the targeted zones.

4. New York City's Flaco's Law

New York City has one of the most famous rat problems in the world. The city has tried many approaches over the years, but 2025 brought something genuinely new: a citywide rat birth control program under what has come to be known as Flaco's Law.

The law is named for Flaco, a Eurasian eagle-owl who escaped from the Central Park Zoo and became a beloved figure in New York before dying in 2024 from secondary rodenticide poisoning, having consumed a rat that had ingested rat poison. His death became a catalyst for legislation that authorized a non-lethal alternative.

The program distributes contraceptive pellets in designated rat mitigation zones, beginning in Harlem in April 2025. The compound targets reproductive function in both male and female rats. Early data from the city's Department of Health showed 311 rat sighting complaints were down 24% year-over-year in January 2025 compared to the same period in 2024, a result attributed to a combination of the birth control program and containerization rules implemented around the same time.

5. Barn Owls as Natural Pest Control

In agricultural settings across California, Texas, and other states, farmers have been installing barn owl nest boxes for decades as a natural rodent control method. The logic is straightforward: a single barn owl family can consume more than 1,000 rodents in a year. Encouraging nesting populations on agricultural land creates a self-sustaining biological control system.

Raptors more broadly play an important role in natural rodent population management. Hawks, falcons, and owls are apex predators in the rodent food chain, and healthy raptor populations exert meaningful pressure on rodent numbers. This is one reason why secondary rodenticide poisoning (which harms the animals that consume poisoned rodents) is such a significant concern for pest management professionals thinking about long-term outcomes.

6. Dry Ice (CO2) Trapping

Several American cities, including Boston, have experimented with dry ice as a non-poison method for eliminating rats in burrow systems. Dry ice, solid carbon dioxide, is placed directly into burrow entrances and covered. As it sublimes, it releases CO2 into the burrow system, displacing oxygen. The method is highly targeted, leaves no chemical residue, and poses no risk to non-target species.

Boston's early trials showed promising results, particularly in dense urban neighborhoods where poison bait stations are difficult to manage safely. Dry ice trapping does not address population growth. It is a lethal removal method, but its non-chemical approach makes it a useful tool in sensitive environments.

7. Rodent Fertility Control

The most recent addition to this list is the approach that SenesTech has been developing and refining: rodent fertility control delivered through palatable bait. Rather than removing individuals from a population, fertility control reduces the population's reproductive rate over time, slowing the engine of growth rather than managing the output.

This approach addresses a fundamental limitation of lethal methods: when individuals are removed from a population without changing the conditions that support it, the population rebounds. Rodent birth control changes the reproductive trajectory of the population itself. When used as part of a broader IPM program alongside exclusion, sanitation, and traditional control methods, it adds a dimension to rodent management that no lethal method can provide.

From Disneyland's cats to New York City's contraceptive pellets, the common thread in these unconventional approaches is a systems-level understanding of rodent populations. The most effective rodent management programs are not looking for a single magic bullet. They are building a toolkit.
